Is it okay for an aspiring vet to start out at community college?

Ok, so I want to be a vet and I've been thinking about going to Delaware community college for two years and then transferring to West Chester University. My ultimate goal is to be accepted in the U of Penn. So basically I'm wondering if they will down at me attending community college for the first two years. Also, in order to be accepted to U Penn's vet program I would have to major in Biology, right?
