How to make a free website? Help Please!?

Ok I've been going on to google and typing in "creat a free website" but every suggestion I come to you have to pay and so I don't want to use the google make a free site I already tried that. I want to make one where it's free. People can comment and have an account. So please help I've always wanted to make a website that would cure people's boredom like I'm bored right now.
