When will the New Arrowhead Stadium be completed?

Does anyone know when the renovation project for Arrowhead Stadium will be complete? Also, why didn't the voters approve of that rolling roof over Arrowhead Stadium? I would think they would draw more international attention to Kansas City by attracting the Super Bowl. A 3/8 cents sales tax increase isn't that much. As far as I know, the Chiefs have some of the most devout fans along with the Pittsburgh Steelers, Green Bay Packers, and Cleveland Browns. Thus, it's beyond me why they wouldn't support something that innovative. The other thing I want to know is how many new luxury suites the stadium will have. The only thing I know is that the concourse will be wider and there will be more restrooms and concession stands. Personally, I think the stadium should be retrofitted with solar panels, helical wind turbines, methane digester toilets, solar water heating, rainwater cisterns, and geothermal heat pumps, too.
